Lieutenant Dennis Brugos of the San Diego County Sheriff’s Department Homicide Division confirmed his agency is now involved. "We have now teamed up with the North County Gang Task Force in this investigation," said Brugos. "That will allow for continuity in the case." Brugos said no arrests have been made in the case yet, but investigators are being diligent. "They are putting forth a lot of effort in this case," he said. It is believed by detectives that the 13-year-old went to Vista with a brother and a cousin to conduct an act of aggression and/or retaliation following recent assaults made on Fallbrook gang members by some from Vista. "It’s my understanding that [the Fallbrook gang members went to Vista] looking for trouble," said Lt. Phil Brust, commander of the Fallbrook Sheriff’s substation. "There were words exchanged and then shots were fired that ended up hitting the 13-year-old." The incident took place in the north central portion of Vista referred to as the "Townside" area, which is known for its gang infestation. Detectives at the Vista Sheriff’s Station define the Townside area as follows: southern boundary Vista Village Drive/Vista Way and Olive; northern boundary Bobier Drive; with the area running east and west of North Santa Fe. Brugos said no major changes will be made in the way the investigation is being handled, as he feels the efforts underway are on track. "We won’t make a lot of changes at this point, because it’s been actively worked," he said.

The 13-year-old Fallbrook boy who was shot in a gang-related altercation March 31 in Vista, remains in critical but stable condition in an area hospital, said Vista detective Joe Ellis said on Wednesday. Local law enforcement officials say gang tension has been evident recently between Vista and Fallbrook, but say these incidents appear to be deliberate acts of targeted aggression. Lt. Pete Callewaert of the Vista Sheriff’s station says that’s what happened on March 31 to the 13-year old who was accompanied by his older brother and cousin. "These kids went into [this] neighborhood looking for a dispute," says Callewaert. "If [suspected gang members] want to drive into the geographical area where numerous rival gang members live, they’re looking for trouble." "This 13-year-old came with his friends and family looking for trouble," says Callewaert. "I’m not condoning it; that’s just what happened." The area the incident happened is known as the Townside area of Vista, which is near but not on the property where the large Krikorian movie complex and a host of restaurants and shops are located. As a result, many Village News readers have enquired as to how safe that particular complex is. "It’s considered a safe environment for youth and young adults, but, just like any other place, parents should take some responsibility for their child’s behavior, that is not just drop them off and drive away; they need guidelines," says Callewaert. "My own kids go there a lot. It’s a great place for a movie, meal, coffee, or ice cream." But Callewaert admits at times there are a lot of youth on the property. "As is typical, certain nights of the week there is an overabundance of young people and that’s why we have officers nearby," he says. The Townside area, Callewaert says is best described by the following boundaries: the southern boundary is Vista Village Dirve/Vista Way and Olive; the northern boundary is Bobier Drive; and the area runs east and west of North Santa Fe. "It is the north central portion of Vista," Callewaert says. "The Krikorian complex is not in the Townside area; it is south of it, but only by a few blocks." 153 comments
When is it going to end ? To even think we don't have a gang problem is absurd. The Friendly Village isn't what it used to be. Granted, this tragedy happened in Vista but next time it happens in Fallbrook. We need to take the gang problem seriously. There is plenty of white trash (not just the Hispanics) that contribute to the problem.

It's pathetic how this on and off gang @#$% has been going on for years. Every time we hear a new story, a new stabbing or shooting we become "aware" of the problem that we have had for the longest time. Some of our Deputies, Sheriffs and Law Enforcers act neutral to each individual situation, unlike others that assume and abuse their public title, a title that us tax payers are paying for, to act according to the law, not according to whom they do or not like. This particular case makes me wonder, what kind of brother and cousin this kid had, 13 years old, shouldn't he had been in bed by 9 pm? I'll bet they are proud of their decision to take this kid down ther, the purpose of that? One less citizen in town, good job. Stop the non-sense now. Let's make one thing clear, he did pass away on Mother's Day, what this article dosen't state is the fact that he had been released from the hospital and had to return back due to complications. Here we are judging left and right because of the way our teenagers act, dress or portray themselves, just by their looks. If I had a penny for every time I saw one of these kids down Main or Mission, trying to "fit in", into the gang, parents wake up and smell your kids, yes, smell your kids, do they smell like smoke? Marihuana? Drugs? Alcohol? Hint, hint!!! As a society it is our obligation to guide them, to have after school activities they could be doing and affording, let the city provide some free lessons of whatever they would care to teach, to keep them from hanging around doing what they shouldn't be doing only because there's nothing else to do. How about a boxing ring, how about a big brother program, how about Fallbrook invests into their youth, future of this town. If we keep ignoring the rival situation within the two cities, (up to now I have no idea what they're fighting for, the boardwalks? Isn't it public property?), then yes, we will be a crime infested neighborhood. Our town will be no longer be known as "the avocado capital of the world", but as "the most careless parents of the world". I don't want to be a part of the title, do you? Parents, guide your child, teach them right from wrong, keep them active in a positive way. Kids, enjoy your childhood, you will never be given a chance to do it all over again. Stop those mother's from crying into their kids caskets. Stop, enough is enough, but only if we care. God Bless all of You.

This senseless violence is built on generations of neglect, poverty, lack of education, lack of parenting, etc. The Boys and Girls Club does a great job providing daycare to kids after school hours...parents, however, balk at the fact that they have to pick their under 13 children up instead of having them released on their own. This is very sad, indeed. What is a 13 yr old doing cruising with gang members? This is a result of the breakdown of the family. Women's lib started it with moms going into the workforce to satisfy their egos instead of doing their job, which is motherhood - the most important job. Men became disillusioned with their role as the breadwinner and before you know it, we have two income households with no supervision for children, which leads to neglect, gang involvement, drugs, etc. Sorry for the rant, but I truly believe this is a result of family values going down the toilet.
Mike:I've been saying this for years, Fallbrook "has" a bad gang problem and far more than the "one" socalled experts say. I tried to tell people nicely, than to shock them into seeing the problem, but as usual, people just bury their heads ignoring the problem. Now you have a child dead because nobody saw the problem, friends, family, church, or nobody wanted to see it. Now you will have retaliation after retaliation between rival gangs this summer, is this the community you want to live in? Yes Fallbrook used to be "the friendly village" I can remember horses walking down West Mission to Main Avenue, that soon ended, now it's shopping carts, graffiti and filth, Is this the Fallbrook you want to promote? nobody wants to visit Fallbrook anymore and why? the gangs, the ranshackled homes and businesses and frankly, the illegal aliens, all this adds up to what I have been saying for years, Fallbrook is lost. You need to get rid of the gangs, that means changing certain folks way of thinking, good luck. These "hug a thug" programs just don't work, what's left? "scorched earth tactics" by law enforcement, take no prisioners approach before the problems get worse. What will it take for the people of Fallbrook to finally wake up? a "hillie child" killed by a gang member?
One less gang member in the world! One less person to grow up and victimize the good people. Lets not get too sappy here over "mother's day". The dynamics of that family obviously broke down way before Sunday, and I don't see anything about how the "mom" was keeping that kid under wraps. As IBAM says, what the heck was a 13yr old doing out. When the parents don't care, the kids don't care. There are thousands of parents raising kids in the "barrios" and the kids aren't turning out to be bangers, so don't cry foul of where their house was either. It ALWAYS comes back to the family unit.

Dear child don't cry - why would I care if it means a lot to you? I hope you are not expecting a huge turnout to support the actions that got this boy killed - but that is how your message reads, at least to me. How about a rally to stop the gangs in this boy’s name? Or a fund/program named after him to intercede in "at risk youth"; something positive in his memory. Now, that I would take as meaningful.

residentoffbk: The reason I'm inquiring is because I know and have known many children and families from the area, as a neighbor for 10 years, and have been involved as a mentor and through other community volunteer energies--including at Potter Junior High. Among other things, I tried to get a neighborhood center created in the Old Stage/South Vine area a decade ago, with my and others seeing and hearing about problems even back then. I worked as a counselor in Long Beach at a community neighborhood center and other projects, including HeadStart, years ago, and I thought it would be helpful to have a neighborhood center on this end of town. Sadly, it did not get the necessary support to manifest. There are longtime challenges in our neighborhood with children going into the gang or being affiliates. This has continued to grow. I've talked with children and their parents who say the younger ones were coerced by their older brothers and their friends into becoming active. Simply in asking, I wanted to see where the boy who had been shot and killed lived in that he and his family might have been someone that I and my neighbors knew. We care.

All the blame is not necessary, Franky was loved by his Mom and Dad and Brothers. This was tragic to say the least, the very worst part is that he must have suffered from the bullets. I am so sorry that he suffered, why oh why? May he rest now, that darling and dear boy who was just starting his life as a man. May his parents rest and heal with a new baby coming. I don't think this happened because of lack of parenting, wrong place, wrong time, bad choices....we could go on and on ...and get nowhere, Franky is gone from the life he had...he is eternal now and let's hope that everyone can stop with the revenge. People who are in gangs don't always choose to be. They are brought in by family, friends, something pulls them in and once they are sucked in they can't just walk away. It's much more difficult than you would think.

Focus on change instead of pointing fingers. What can our community do to reach out to kids who are at risk for entering the gang lifestyle? Instead of funding our money into lobster bake fundraisers, why don't we do something real and concrete for our kids? Let's fund some real after school programs, or places that youth of all backgrounds can congregate and channel their energies in a positive way. Not one day goes by that I don't think of Franky. When I look at the new library even, I think of Franky. I can imagine his eyes lighting up at the sight of the new structure. I have had dreams about him. Anyway does anyone reading know if his baby brother has been born yet? I'll keep my eyes and ears out for the news. I really get the feeling that the baby's birth might be very healing, but who knows, I will not assume anything. I think that is where we all can get into trouble, guessing what someone like Franky's mother is feeling.
