Story Last Updated : Sep 10th.

FALLBROOK- Fallbrook resident Ray Carney, 47, was arrested at approximately 3 p.m. on Monday afternoon, March 2, at Fallbrook Hospital when he exhibited a stun gun and would not relinquish it to law enforcement officers upon demand.

According to the San Diego County Sheriff’s Department, Carney was arrested for: possession of the stun gun, exhibiting a deadly weapon (not a firearm), offensive words in public, and obstruction/interfering in hospital operations.

Carney has defined himself in the past as an "Anti-Illegal Alien Advocate Sovereign American Citizen." It is unknown at this time as to why Carney was at the hospital.

This isn't the same Ray who comments on a regular basis in the Village News with obvious racial bias?

You can be charged for "offensive words in public"? Unbelievable.

For anyone wondering, yes, this is our "Ray" that comments everyday here. Ray was at the hospital because his mother whom he cares for is very ill and he was visiting her. We have indeed become a police state. Ray is NOT a harm to others in anyway. He carries this device to protect himself and as far as I know, it is legal- maybe not on hospital property? He is in jail right now. Please pray for him and his mother.

4. Good Ray says :

Lordy, lordy, please say it ain't so. "Our" Ray breaking the law? He's all about goodness and kindness, isn't he? Helping us to "see" the reality of life in Fallbrook and America.

Burning the priest in effigy, chasing immigrants, photographing those who hire migrants--I mean, what causes on earth are more important than these?

That old karma stuff is very interesting. It's a lot like gravity. You can ignore it, not believe it, hate it--none of this matters. It's still there. Drop something and it falls whether you want it to or believe it will. Same with karma. Sow good and reap good. Sow discontent and reap discontent.

I will pray for Ray and his mother, as I am called to do by my Savior. I am even trying to forgive him. Having difficulty there is my failure.

What did you expected too happen when you bring a stun gun in a room and intimidate hospital staff. (Fact)
He showed poor judgment and sad to say pay for his big mistake.

This is one of those instances where Ray has actually really helped us. He has taught us to go look at the Sheriff's blotter for arresting info. Now we can see just what he is charged with and all his other personal info. Thanks, Ray.

10. ryan says :

For a man who is proud of his hatred of anyone who isn't white, you'll be hard pressed to get prayers from sensible folks.

We can only wonder what harm he might be capable of walking around town with a stun gun and a paranoia that he's surrounded by hispanic people who are guaranteed, in his mind, to be drug dealing, crime-starting illegals.

2:14 pm Tue, Mar 3rd, 2009
11. Wonders says :

Shame on Ray for not thinking about his mom first and formost if she is that ill in the hospital. Sons shouldn't put moms thru that kind of nonsense well or ill. Grow up Ray!!

If we know anything about Ray, one thing is certain, only illegals and hispanics cause crimes and trouble.

So, is Ray actually an illegal?

13. Badda Bing says :

My wife tells me I have the hardest head of any man alive. She's wrong, of course. There are probably 10 or 15 other men out there somewhere with harder heads than me. But even I KNOW you never, ever, mess with the cops. Even if they're wrong, you go with the program and work it out later. Resisting them is like putting a stick in a beehive and stirring. It's just plain dumb. You will lose that exercise 100% of the time, guaranteed. Just not using the old bean here Ray.

Also, while you're a guest of the Sheriff, no matter what, don't let any latinos find out who you are. I know it's wrong to generalize about any group, but most of those guys don't like anti-illegal alien attitudes. And under no circumstances take a shower. If you're there for a year, just stay stinky. You'll be better off.

2:48 pm Tue, Mar 3rd, 2009
14. could it be? says :

My prayer for Ray is that he would see all people the way that God sees them. Ray may not like the fact that illegal aliens are here in this country but they are human beings that are loved by the same God that loves him as well. I will also pray for his ailing mom.

2:51 pm Tue, Mar 3rd, 2009
15. Poor Ray says :

It's almost certain that Ray will be born in his next life as female child of illegal aliens in the US. The compassion he will receive will be exactly equal to the compassion he gives to those in those circumstances now.

Wow, i knew i moved to a small town, but DANG! thanks guys for keeping the small town stereotype alive and well. Sure hope that no one uses that information to get even with Ray over his obvious bias against anyone who isn't white

17. On Team Pray for Ray says :

You know, for a "law abiding citizen," Ray sure has a lovely little list of complaints against him from the Sheriff's. I don't think any of these charges count as "law abiding." Maybe they are if you're a sovereign citizen?

First and foremost you should not be carrying a stun gun, or any type of weapon at a hospital facility, that alone is pretty scary! He has his poor mother in the hospital, and the only thing on his mind is his hatred for illegal immigrants? He needs to seek some professional help. He has to really open his eyes and take a good look at things. With that attitude, I don't think that the gentleman in jail are going to be as forgiving!

Wake up.
Anyone with a backbone willing to make a stand for what is right becomes a target.
Too bad Ray doesn't fit in with all your limp P.C. why cant we all get along crowd who believes in everything for everyone at all cost.
Everything has a price nothing is "FREE".
We will continue to pay for the unbridled illegal immigration that will eventually choke the life out of this once great nation.
We can only import poverty for so long until we become diluted and resemble Tijuana---- Take a close look at the neighborhoods in San Diego, Escondido, Oceanside, Vista, San Marcos, Riverside, Elsinore, San Bernardino, Santa Ana, Orange, Anaheim, Fallbrook-------The list goes on and on and on, where these migrants have settled and tell me its a good "Thing".
Better yet take a walk at about 2 am down one of the Homies streets for about a hour and report back with all your fluffy warm rainbow why can't we all get along "feelings".

Thanks,

24. Badda Bing says :

Yoshi, you are a better Christian than I.

There are a lot of intelligent people out the who use their talents to bring harm to others. And for the way I see the world, that is the bottom line here. That is quite different than just having an opinion. It bothers me a lot that some people feel differently about people who don't have the same color skin as them. I will never be able to understand that.

Having said that, I would like to help as well. The first thing we should tell Ray is that it's better to know King Stahlman and not need him, than to need him and not know him. The second is Kerry Steigerwalt's Pacific Law Center has experienced, aggressive lawyers who will take his case with little or no money down.

As for raising money, I think life sized Ray pinata's (tilde over the "n") would sell like hot cakes.

32. Ray says :

I see the people of Fallbrook just can't underatand the truth. This is not the way it happened. For over three years now I have been caring for my elderly mother. She was at Fallbrook Hospital where the hospital knows all too well that I make her medical decisions on her behalf. For over three years thay have been cutting me out of the loop so a few days before, I sent a stern request that I be informed. On Monday I arrived at the hospital "in good spirits" requesting I talk to an administrator. I talked to a man in risk management who was rather rude but I kept my composure. He noticed the stun gun and the pepper spray which I have carried everywhere for the last three years, this included the Sheriff's office. All the officers know I carry them "exposed". I was about to sign the papers when I was "bull dogged" by an officer. I never at any time used vulgar language and complied fully but was arrested anyway. I have even sold these devices to hospital staff who also carry them for their protection. To this date, my presence has protected many people in Fallbrook from problems with thugs. A month ago, I and two cab drivers prevented the 7-11 from being robbed. These are legal devices "if" carried openly but it seems that my concerns of my mothers care at a hospital and my comments regarding our law enforcement struck a nerve and I paid for it. So before you judge, think about the person walking down the street when you're mugged, maybe this person might be able to save your life because of his or her pepper spray and stun gun, both legal to own.

Hi Ray! I am glad to see you are back. I missed you and your comments. How is your mother doing?

10:16 am Fri, Mar 6th, 2009
36. Mother of Fallbrook says :

Ray, legal or not, I was also there visiting a loved one, your voice was loud, vulgar and socially unacceptable. Just because you have done something "right" in the past, doesnt excuse your behavior now. The only time that stun gun was exposed was when you pulled it out of your pocket. Your were asked numerous times to take it away, after it fell out of your pocket the day before and you didn't. You deserve what you got. If you cared so much for your mother you wouldn't put her through this.

10:38 am Fri, Mar 6th, 2009
37. Badda Bing says :

Hey Ray, I see you made bail. (I checked that Sheriff site you told us about.) Just be very careful while you're out, because the legal system gets really, really mad when people mess up while they're out on bail. You still carry the pepper spray and stun gun?

Was the "problem" at the hospital related to you asking that no Latinos care for your mother? Just a guess. You can't really believe that kind of stuff will fly, can you?

As for the people of Fallbrook not understanding the "truth", it seems they don't understand YOUR truth, which from what I've seen and read is hatred.

I know you think that anyone who doesn't think like you doesn't have "street smarts" and just doesn't "understand." I grew up in the ghetto, and I've been to every armpit port the world over. I know there are very, very bad people. And guess what. They come in all colors. I know this is a very difficult concept, but the reason you have problems with people is because you expect to have them.

God Bless you man. I hope someday the Holy Spirit opens your heart.

10:41 am Fri, Mar 6th, 2009
38. Ray says :

It's not a weapon, it's a defensive device. Remember last summer the couple attacked on Fallbrook Street for a back pack? or the clerk punched in the face during a robbery? Many times I have prevented incidents and where were the sheriff? I would love a world where these devices were not required, I still remember when you could leave your bike on your lawn but in today's climate, it's a necessary part of life. Remember that the next time something happens to you and you stand defenseless while you become a statistic or worse.
I was in Vista, yes and the block I was in was next to a man who robbed eight banks and executed three people by shooting them in the back of the head. A deputy working at the jail had his throat slashed while escorting this prisioner. It's all around folks, it's life.
What is happening in our criminal justice system today is "profit and greed" the more arrests, the more money no matter how stupid they are or who's lives they ruin. I will lose my licenses and be forced to hang drywall instead of working in the profession I have worked for over thirty years, but I will not sacrifice my values and principles or hide in fear.
I might have side-stepped protocol a bit, but for breaking the law? No. Fallbrook Hospital is no more a public building than Major Market. Look at the door to the emergency room, only says firearms, nothing more and besides I always use the side door where nothing is posted. It's politics folks.

I had a revelation. For all these years in some way I helped put people in these places, once there I see the complete picture and it's not pretty. I see good people who make mistakes have their lives ruined because of the lack of compassion in our judicial system. The liitle things are now becoming big problems all for mother profit.

Sounds like you look for areas to enter that "allow" you to do what you want. If you didn't do anything wrong the DA wouldn't have charged you with 5 different issues. Just because you think you have done something for the Fallbrook people in the past doesn't mean you can not follow the rules now. It seems you are paranoid to the point of carrying a weapon? I believe there are medications for that...

Ray, does this mean you?

And did you mean to say "good people" as in everyone, regardless of ethnicity? Because there are a lot of good Latinos who get caught up in the system as well. Is part of your "revelation" that Latinos should be shown compassion by our judicial system?

Yeah, I didn't think so.

To all those who hide behind their biases to make a point. This is NOT an immigration issue. To give you an example. When I was in jail and I noticed an hispanic gentlemen, limited english had a severe medical problem with his knee, this was during the arrignment process being locked in a cell for hours waiting for a judge. When we finally returned to our block, I notified one of the deputies about his condition and was rudely ignored, treated like trash. I tended to his needs by elevating his injury and applying cold compresses. He didn't see a physician until an hour from his release, just like my heart condition, never considered. I have compassion for any human being no matter of their status, but I am also an American. This issue is NOT about immigration but my 75 year old mother who when in our hospital is ignored and mistreated in her care. I am sorry that the FBVN failed to print my story and proof, the NCT did in a fair and balanced manner. I have a long standing dispute with our hospital regarding my mothers care, no amount of sharpie markers can cure that. I don't care who the person is or what his status is but abouse is abuse this goes for everyone. I have always respected the uniform, some who wear it, but some will deputies will be efficient whereas some will become great deputies, the one who handled me lacks the ability to be a great deputy, that's too bad. I have compassion folks, for anyone. Read between the lines of what I write and maybe you will understand what I have and you lack. Think about my 75 year old mother who all she has is me in her life suddenly "ripped away" because of a misunderstanding, How scared do you think she felt?

A "misunderstanding" is probably an "understatement". I have no doubt you will take this to a jury trial, which you have a right to do. Can't wait to see how many people, including hospital staff members, perjure themselves - which you will obviously make accusations of.

"but some will deputies will be efficient whereas some will become great deputies, the one who handled me lacks the ability to be a great deputy, that's too bad." --- is that because YOU got popped? I think that deputy did a fine, efficient, job considering he knew some obscure law to spank you with. LOL

Once again Ray, you are absolutely correct. Your "problem" didn't stem from immigration. At least not directly.

But when you say, "I have compassion for any human being no matter of their status", well, that's just not supported by your actions. Unless of course you think harassing migrants and anyone who truly shows them compassion is the way you define the word.

I can't speak for anyone else who has made comments here, but the unbelievably rich irony of the person--you, Ray--who makes it a point to have a daily drumbeat of criticism of latinos as lawbreakers being himself arrested, well it's almost too much to comprehend. That's what this is about in my mind.

The cusine at the Vista Detention Facility. Breakfast, hard bioled egg or scrambled with refried beans, banana or orange and a pint of fluids. Lunch, balony, not worth eating because it's green, brown lettuce and a pint of fluids. Dinner about the same as lunch with the exception of some pressed meat substance and a pint of fluids. No coffee, salt, pepper or seasonings. If you wanted anything special like fluids, get it from the toilet-sink units If you had to have an account to purchase anything else, even writing paper came at a cost. Let's not get into toilet paper, a premium. In the four days I was a guest, I lost ten pounds, not because I was on a diet, because even a homeless person would not eat the crap served.

Back in 2005, I contacted Sheriff Leroy Baca of the Los Angeles County Sheriffs Department who invited me "if I was in Los Angeles" to visit him (letter on file) well I did. I personally rode along with deputies three times and experienced the day to day aspects of law enforcement. Since I used to be a transit cop, I wanted to experience "real life" so I went down. I have seen the "badge side" of law enforcement, but now I have experienced the other side, writing a large "opinion piece" about the other side as we speak. When I became an inmate, I really feel sorry about how the accused are treated in our detention facilities, it disgusts me. I ran into folks involved in "petty crimes" who languish in jail because of being poor. I am poor, thank god I have rich friends who have the means to help me. How many jailed do not. I have seen so many civil rights violations, that the ACLU would be working overtime defending, and I am not a friend of the ACLU. I witnessed people treated like animals by the SDSO ignoring even the pettiest needs, shameful. I thought in this country, innocent until proven guilty was a right but in our detention facilities, your dog dung. Maybe that is why our deputies have such a "poor additude" because they come from detention. I would never treat people like that. If I found someone with an ounce of dope, I'd make him dump it out and let the person be on their way instead of arresting him. I had one person in Vista who's only crime was carrying his military bag in his truck which contained empty clips from his militaty pistol. You would think these would be confestitated instead of an arrest? Guessed wrong. I spoke to people who were arrested for "jay walking" in Escondido, get real huh? In my experience, I never arrested such people. knives, pepper spray, stun guns, confesticated not jail. Law enforcement in this county is "for profit". I have in my 47 years of existence seen so many civil rights violations until I was locked up in our counties institutions sickens me. Kolender should be charged for crimes against humanities, forget about Bush.

Good Ray: you say I harass migrants? standing on the street holding signs does not constitute harassment, it's called freedom of speech and the right to redress issues, it's in the constitution. When did they suspend my rights to peacefully protest? If that were the case the 60's would never have happened. People say I have nothing to say good about Latinos, well since most of my friends are Latinos, and also believe in secure borders and unchecked illegal immigration, I'd say I'm in good company. I did an interview for an Irish paper about a year ago , the Irish Echo" where I made some comments on the illegal Irish, I don't support them, my comments were harsh, I'm Irish and to this day, I still get threatening e-mails because of my comments but just because I am an Irish-American, I hate that terminology, does that mean I MUST support the Irish? The comment I made, the FBVN would not print but it was bad. Love answering the fan mail.

just because someone is against ilegal immigration does not make them a racist. just because some noticed Downtown Fallbrook now resembles TJ with its filth and clutter does not make them a racist. Just because I do not shop downtown fallbrook for fear of being attacked or robbed by latino gangs of fallbrook does not make me a racist. Just because the majority of crimes and inmates are latinos does not make me a racist. I am a REALIST and agree with many of Rays points. Good luck to you and your mother Ray.

It's good to have you back!: Actually I communicated with the NCT court reporter who I know and is "fair and balanced" she always gave me a fair shake. I did a long interview with her and sent her some documents which she found interesting. I am sure she will be doing a follow up story after March 11, 2009 when I go to confrence. My mother does appreciate all the people who understand the situation. By the way, she never received the procedure I went down there to approve, they just shipped her out with severe bed sores and shingles, fast food medicine. What I did for a living? I was one of the BEST alarm installers in San Diego county, worked with all the major companies and as a transit cop.

Badda Boom: Actually nobody from the illegal alien movement helped me out in any way, my situation was not about illegal aliens, it's about my mother and her lack of care at our local facility. But since the illegal alien issue consumes most of your brain space, I also advocate for the elderly, the people who die needlessly in SR-76, childrens welfare, the community. Maybe you should read a tad bit more to see what I am actually about huh? Start reading more.

Ray Ray! LOL... at least you have a sense of humor! You had me crying tears of laughter reading your last two entries, especially your 3 Hots and Cot story! LOL...

So, you had many encounters and made many new friends who were in the Vista Hilton on "petty crimes" charges with you. So you really believed the guy who told you he was languishing in jail because he got caught "jaywalking", eh? I wonder if that was the reason he got 'stopped' and he failed to tell you he had felony warrants, had contraband on him, or was wanted on some more violent/serious felony (rape, murder, child molestation & burglary come to mind). "Empty clips from his militaty (sic) pistol" I have a hard time believing that one, too. I searched the Internet and could not find a California state crime for that one. Dang, these cops in North County are out of control!

"If I found someone with an ounce of dope, I'd make him dump it out and let the person be on their way instead of arresting him." Holy Mackeral! Are you serious? That's a lot of dope, Ray! Well, you must also be a friend to every meth head in Fallbrook; NO judgement coming from you. I wonder how many whacked out drug addicts that would supply, to keep them up and running to commit some more of those "petty crimes" you mentioned.

I think you should become "a friend of the ACLU" my brother. They could probably use a guy on the 'inside' who they can trust! I bet if those petty criminals stole your petty item from your front yard that's exactly where you would want them to be, in jail, isn't it?

You also stated you confiscated "knives, pepper spray, stun guns"... what legal authority did you have to do that as a transit cop? Just curious. So was the stun gun confiscation you made because it was illegal to possess, or did you just deprive someone of their personal property because you wanted to? Just curious.

Please, please, expound! Thank you!

Again, thanks for the good laugh! Keep 'em coming!

Ray, the jail experience has you all messed up, man. Are you sure something didn't happen in there you're not telling us about?

People aren't arrested so the county or state can make a profit. If you check you'll see incarceration is a huge drain on California's budget. That may have something to do with the lack of gourmet food served to you while there. I'm also pretty sure by making jail what it is--and I've been there in a legal capacity--they're trying to discourage people from being there.

People are arrested for breaking the law. Now, I realize at this point you are only charged with a crime, and that the deputy who arrested you was only an average vs outstanding deputy, but in his mind there was enough evidence to put you in jail. At this point I'd bet the judge will agree, but we'll see.

Also, because the legal system is so overtaxed, when someone charged with a crime goes to trial and the facts are pretty clear, the judge tends to give a heftier penalty than had the person just pled and avoided a trial.

I know you are right in your head Ray, but you should at least consider the possibility that you may have been wrong here. That might help you evaluate some of your other actions in a more fair and balanced light. And avoid this problem in the future.

Yes Ray, I would bet that a group of 12 unbiased people would look at the video from your "escapades" at the church and conclude that was harassment.

I would make the same bet about you and your buddies at the ARCO station.

I know you told someone else that they should read more about you, but I have as well. You remind me of the kids where I grew up who would throw a rock through your window while you were standing there and say, "I didn't do it, you didn't see me do it."

Next thing you know, Ray will be the next reserve sheriff in Fallbrook! Wouldn't that be great?

All you need now, Ray, is a "real gun," and a K-9 to go along with your stun gun and pepper spray. I's a shame that your jail time will prevent you from becoming
one.

Thank goodness there are paranoic people, roaming the streets of the "Friendly Village," to keep us all safe!

What a wonderful place to live! Thanks for the entertainment, Ray. LOL

You don't suppose Ray had his bail revoked and is back in the pokey, do you? I mean, posts all over the Village News website all day long, and now nothing.

Maybe his Kerry Stiegerwalt's Pacific Law Center experienced, aggressive lawyer told him to put a clamp on it. Maybe he told Ray that DA's can read too. Prolific is too mild a word to describe Ray's postings to blogs not just here but all over the web.
